S10 2.1.2 Each active member of FAI may submit the name of a candidate for consideration by CIMA which must reach the FAI Secretariat at least 2 months before the CIMA plenary meeting for inclusion in the agenda. Proposals cover time up to 31 December of the previous year. Only one diploma is awarded annually.

*Note* that this proposal comes after the S10 deadline but is an editorial proposal in order to keep S10 in line with FAI Bylaws as a result of a decision published by FAI on 4 October 2012

*Background*

The 2011 CIMA Plenary tasked the President to submit a proposal to FAI Executive Board to change FAI Bylaws so the Colibri Diploma could be awarded in the manner it desired.

9.2. FAI By-Laws -- CIMA Proposal -- Colibri Diploma
A proposal for amending the FAI By-Laws had been submitted by CIMA President based on a decision made at the 2011 CIMA Meeting. The aim of this amendment was to clarify the nomination process for the Colibri Diploma. RHU provided more background information.
The proposal needed updating; the reference to Statutes 9.1.3.3 was no longer valid and should be replaced with By-Law 7.1.2.
Decisions : The Board approved
a) The By-Laws amendment as proposed by CIMA President.
b) The retrospective application of the new rule to allow the awarding of the Colibri Diploma 2011 at the Conference 2012

*The accepted amendment for bylaws:*

BL 7.11.1.4. Nomination and Approval. Proposals may cover any period of time up to -the 31st of December of the year prior to the year in which- {color:#ff0000}when{color} the proposal is submitted. Procedures for nomination and approval shall be as described in Chapter 9 of the Statutes.
